That looks to me like an old “hustler’s” chisel? A friend of mine has a collection of old tools and catalogs. I had looked at several of these for ideas on making my own profiles for lathe tools. I remembered this one as I thought the name was amusing.

I believe those were used on foot pedal lathes. The technology of the period believed that the wings on the side would insure that the shavings would not tear beyond the blade. Here is a pic of one I found by googling “hustler chisel.”: The picture is on the bottom of the page.
