I purchased that same dado set many years ago for my first table saw. All steel teeth, that do not cut very cleanly. It will cause a lot of tear out especially on plywood and the bottom of the dado will be rough. The two toothed chipper is very common even on many good dado sets; not an issue. You can try some test cuts to see if it works to your liking. My opinion: get a good quality dado set; it will make a big difference.
