Despite all your best efforts, some dust will probably get into the upper level.

My father-in-law did this but he did not put in a direct stairs from the upper to lower level. Rather, the only stairs to the lower level is from the garage. That helped the dust situation.

Of course, there is also noise to consider if you will have family upstairs.
