Sounds to me like you could use a hand held drill with a drum sander chucked in it or in a drill press. Just go round and round a number of times with gentle pressure i and you’ll get to 2 3/16 in no time. If the hole ends up a little off center you really won’t notice it. Another way might be to cut a square block of wood where the diagonal is slightly larger than the diameter of the hole and tap it into the hole. Now you have a new place to start the center of your 2 3/16 bit. Just make sure you drill slowly.
