The top pic is called a 4-in-hand rasp. It’s a common style used a lot by model makers and for general purpose rasping. I can’t tell you why it looks silver, but made in Austria it should be good quality.

The bottom pic appears to be a file for sharpening Japanese style saws. I’ve found them handy for getting into tight places, like making the lamb’s tongue on a saw handle.
