This is a very interesting piece. It makes me regret not having a scroll saw in my shop. I would love to attempt a piece like this.

Jon, no, now that I did some searching it came to me. Congona is the name of the wood.
Scott, scrolling can be a lot of fun and quite relaxing. I have a DeWalt saw and it works very well for me. I first owned a 2 speed Delta and it was okay to learn on but nothing like the DeWalt. Keep an eye on your local Craigslist and maybe you can find one.
