vermontscroller, these plans for the tractor are available from several sources and there are actually plans for several different styles of tractors. This particular one is actuall from a plan for a riding tractor. I liked the design and ordered it to do a rocker with though. I do lots of rocking toys and just picked a rocker from another design that would work with it and screwed it on.
The plans for the one I build I think are actually patterns originally by U-Build. I ordered them from woodcraftplans.com . Go check them out though, they have plans for many, many different style rocking toys.
