The only way I know of cutting wood and being quiet is to use a hand saw.
Or you could try setting up foam insulation around you on 3 sides to minimize the noise.

How about sawing in the garage if you have on and it has power. or better yet convert your neighbors into woodworkers so they understand your need to build.

when I lived in an apartment I did all the sawing in the garage like Jim suggested.
