Found the plan for this in the Shop Tips from readers section in Fine Woodworking mag. I made them out of fall-off quarter sawn white oak. Works great!

Looks like a real workable hold down jig and made well!

Yes, I used wood screws to fasten the pvc.

The PVC rings are an excellent thought. I wish I thought of it!
