We had metal structure 20×20 that served as a carport/garage. Basic metal siding on a steel frame with gravel floor. In North Dakota it was completely impracticle for anything other keeping the snow off of the cars, we never even used for that. We started turning into our shop. First level the gravel floor. When the structure was built they put down felt underlayment and about 6 inch of gravel over it but never leveled the ground to begin with. I decided to leave the felt in place and build a level wooden floor instead of going through the expense and labor of digging it out and pouring a floor.
Second we needed to insulate the place. Went with 1.5” foam insulateing panels and cover the walls with 3/4 inch plywood.
