Junior Jock - I suspect that Jimmy posted some questions within his profile when he first made it, and a1Jim helpfully (to my eye) gave information to a new member on the best way to communicate with others on this site. I'm sure no one here would want a new member to think they were being ignored!
The comment about him not being part of management is because it looks like the information might be copied and pasted from a FAQ somewhere. Thus he gave the information, credited it to management and then clarified that he's not part of management.
The content of a profile, project etc can change drastically but the comments don't change, meaning there can be a disconnect between the user content and the commented responses. I did something similar when I started - I asked a question in my Workshop page. Hence the first commenter on the page wrote "Well Elizabeth, it depends on what you're going to make in your shop[...]" which no longer makes sense with the content of the workshop page. But it did at the time.
