what is the best way to connect table saw to ceiling outlet so it won’t fall out and yet be out of the way.

You might want to post this as a forum question. It will get more views there.
My suggestion would be either to install a retractable cord reel. They cost between $50 and $80 at Woodcraft and Rockler, respectively. I would definately go with the heavier gauge.
