Probably to monitor intent and prevent Spam attacks. Just a guess.

Not an admin, but usually sites do this in order to prevent Spamming. With no minimum posting requirement a spam bot could build an unlimited number of profiles, and continuously send emails to an unlimited number of users advertising things…
With a minimum posting requirement the theory is that anyone sending a message has to be a “real” person. Slightly annoying, but I would rather have limits than get a ridiculous amount of junk mail.
