Mystery tool - woodworking hand tool?

I picked up a bucket at a yard sale with lots of sandpaper, some rope and a number of chisels. When I got it home, it turned out to be over 40 chisels. I recognize most of them, but this one has me stumped. Any thoughts on what its used for?

It’s a tool for bedding a rifle barrel (a round one) into a new wooden stock.
