Do you have a drill press? One item to use in that drill press would be a small wire cup brush. Brass wire ones are great for this work. I have a 1" diameter cup that can go about anywhere on a plane part, including frogs.
Safer way to clean bolts? Chuck the bolt into your cordless drill. Spin the part while holding a 3m adbrasive pad against the part. Usually use the "Purple" ones, the green ones are too aggressive.
