Dont know who carved it, but judging by the haircut I think the model was one of these guys !

I don’t know why but the Boys Scouts come to mind when I saw it.

So it may have been carved by a boy scout with a haircut like Moe… That’s a better guess than I could come up with! I will keep looking around clues.
